I live in a small village in Bruce County, Ontario where a small Hydro Electric Generator has been installed. As a result of this installation, water is being diverted from it's normal path leaving approx. 1/3 mile of the river (inside the village perimeter) without any water flow. The fish in this section are disappearing and if water flow is not restored before winter, this section will freeze to the bottom killing all aquatic life. Can someone tell me what limitations/restrictions (if any) are placed on these small utilities to prevent this type of travesty from happening.

In order to take water from a watercourse the utility provider must have a permit issued under the Ontario Water Resource Act. It should state under this permit what the limitations/restrictions are. A copy of the permit is accessible online at the Environmental Bill of Rights Registry. You can access it through the Ontario Ministry of the Environments website. When you enter the registry conduct a search for the utility provider of the county and download the permit.
