Have you tried searching using the CanExplore search engine (at http://www.canexplore.gc.ca/)? It searches the websites of: Environment Canada; Natural Resources Canada; Fisheries and Oceans Canada; Agriculture and Agri-Food Canada.
A quick search using the key words 'salt ice snow' for example, resulted in several relevant documents.

We just came across this article that contains a lot of good information on minimizing adverse effects of using salt to melt snow and ice (including alternatives) - "Environmental Effects from Highway Ice and Snow Removal Operations." It's a US EPA document but the majority of the article is also relevant in Canada.

Environment Canada now has a comprehensive webpage on roadsalts, including the results of an assessment recently completed on the effects of roadsalt, and the announcement of a 60-day public consultation period beginning December 1, 2001 for comments on whether road salts should be added to Schedule 1 under the Canadian Environmental Protection Act, 1999 (CEPA, 1999).
