I seem to recall that HazMat Management Magazine has run a number of articles in the last few years pertaining to electronic waste. I can't recall the specific issues, but you should be able to track them down on their web site - www.hazmatmag.com
They had one article in particular that highlighted the approach that each of the provinces was taking with respect to e-waste.
