Are any rules/regulations in the Kyoto Accord which stipulate whether a company from the U.S.A. can come in to Canada and build companies that end up polluting our country?

Kyoto is concerned mainly with global warming and does a poor job of addressing that as it excludes China, India and all of SA and Africa, though it is a start. Environmental laws are currently country specific in that a US company can't get a permit in the US for pollution emitted in Canada. To my knowledge there is nothing in Kyoto to address this issue. If you are concerned about pollution from a plant there is a comment period for any permit which allows you to register your opposition to the facility. Using this other concerned groups have in the past stopped the construction and operation of some facilities.
